test: use latest .NET SDK for CI

Now that https://github.com/actions/setup-dotnet/pull/82 has been
merged and released, use the latest .NET SDK for testing.  This should
help catch issues on new SDK versions more quickly and reduce the
maintenance burden of manually updating the SDK version.
