* Add negative diagnostic filters. Tests are broken.

* Tests fixed; tests for new functionality missing

* add and fix new tests

* update documentation

* phrasing tweak

* back out replacement of BsConfig with FinalizedBsConfig

* forgot to back out an import

* remove filepath from test to make tests pass on Windows

* Update docs/bsconfig.md
