Rename .plugin subpackage to .ocamlbuild

Calling it .plugin makes it seem like it is a plugin for Bisect_ppx.
The salient feature is that it is an *Ocamlbuild* plugin.

The .plugin subpackage is still around for compatibility for existing
users, but will be removed at some point in the future.
