Misc fixes and dependency upgrades (#1977)

* Include line numbers in Pytest error and failure reports
* Use match/case and Literal args in compress and decompress helpers
* Pre-declare vars in etag_cache_for_user to stop possibly-undefined-var warnings
* Use Self type in EmailAddress and PhoneNumber model classmethods
* Ruff config updated to use the `lint` subsection
* Upgrade dependencies
* "Auto" profile state now explicitly defaults to private state
* Fix for compatibility with SQLAlchemy >= 2.0.26 — the `type` symbol can no longer be used for column names since SQLAlchemy now attempts to resolve annotations using the class namespace
* Removed unused pytest-lazy-fixture as it's broken under Pytest 8

You must explicitly uninstall `pytest-lazy-fixture` from a local venv, as its presence alone is enough to cause Pytest to attempt loading it and to report an error in all tests. The `make install` target does not sync the venv to remove obsolete dependencies.
