Include ON_ERROR_STOP flag in psql command for github workflows (#2354)

This PR intends to improve the error handling condition while running any command/script using psql in gh wfs. We have added ON_ERROR_STOP=1 flag in the connection string to report failure properly. This will help us improve our code quality as well as check for errors.
