Decentralized setting of language and country default values (#7725)

* Add missing OpenAPI documentation for 409 response

* Expand the Language/Country API with 'default'

* Add support for selecting a default value

The config table is used for e.g. language and country configuration
where the Defaults screen supports setting a default country and
language. Moving the configuration of the countries together with the
selection of the default value, makes most sense.
