IGVF-1285 Fix window resize crash after viewing schema SVG page (#415)

* Update npm packages.
* Cache the resize event listener function so that we remove the same event listener function instance as we added. Before, it removed a different instance, so the original function stayed enabled as an event listener even when navigating to a different page.
* Rebuild package-lock.json after rebasing to dev.
* Remove a stray console.log from IGVF-1305.
* Temporarily modify cdk to point at igvfd dev demo.
* Add dependency array to `useCallback`.
* Revert temporary cdk change.
