Fixed pkgutil install issue on Python 3.12

Details:

* Fixed the pkgutil install issue on Python 3.12 by increasing the
  minimum versions of pip and setuptools.

* As a consequence, the minimum version of FormEncode needed to be
  increased to 2.0.0 on Python>=3.6 (due to incompatibility of
  FormEncode 1.3.x with setuuptools>=58).

* For consistency with other packages, increased the minimum versions
  of pip, setuptools, wheel on certain Python versions.
