Performance improvements for SSMS query to enumerate tables (#2310)

Description

Earlier, we had improved the performance of queries involving joins between sys.tables, sys.all_columns and sys.types but we were still observing the bad performance of SSMS query to enumerate tables. This commit changes the definition of sys.types and sys.tables to use materialized CTE for sys.table_types_internal and rewrites sys.indexes system view.
