cipd: load/save tag cache each time

Instead of loading/saving tag cache on client creation/closing, do it
each time tag cache is accessed. This will significantly reduce
probability of state file overwrite.

On MacbookPro (with SSD) it takes less than a microsecond to load and
save a full cache.

Also remove lock from TagCache because it is not needed anymore.
