Throw `NetworkRequestError`/`NetworkResponseError` in `FetchClient` (#1059)

This adjusts our `FetchClient` to explicitly throw `NetworkRequestError` and `NetworkResponseError`s depending on the request/response. It is an assurance that all network-related errors are either of the two types.
