This includes work to move architecture and parallel build related options to WIPLP: #1551849Signed-off-by: Sergio Schvezov <sergio.schvezov@ubuntu.com>* finalized for parallel and arch* fix static tests* remove cpu count as it is in the general test setup* fixup integration tests that need deb arch.* Add migration help for plugins we don't control in case they used these APIs* enable cross compilation instead* self.code.project and self.code.options are separate* extra tests for loading plugins with project* add extra pointers for "project"* removing unused import

This includes work to move architecture and parallel build related options to
`snapcraft.ProjectOptions` in an effort to move global state away. This work
also includes messages to support users of the API affected by the change
and a transparent migration to include these `project` options into the plugin
attributes.
