Don't delete partial ingestion runs

The old behaviour was overzealous in cleaning up after a failure, including deleting successfully created storage units if a second identical ingestion run was executed.
Some sort of intelligent clean up and resume would be good, but it can stay as a manual process for now.
Closes #110, #111
