perf+fix: further codegen work, fixes and misc improvements
- refactor SplitFirst/Last to reduce IL size pressure on the inliner budget while also improving overall codegen quality
- similar update to U8Searching.Contains to try to improve inlining and codegen size for spans of folded 3 and 4 byte rune conversions, once validated will be applied to other calls
- fix Starts/EndsWith NREing when matching empty value against empty strings
- fix SliceRounding substracting base offset from the rounded length when it shouldn't do so
- move DebugView around
- add ctor and Create overloads forwarding to U8String.Format to catch interpolated string conversions that would've been missed otherwise
- update TODOs
