Return UTC timestamps (#1006)

- The transaction history endpoint now returns timestamps without shifting those timestamps with the `timezone_offset`
- This means that the `timezone_offset` will be only used for grouping.
- The `DATE_LABEL` now has the complete time information (taken from the first transaction of the group which should be the most recent one) – the reason for this is so that clients consuming this API can render the correct day. If we'd reset the timestamp to the beginning of the day, the clients would have to compute that the provided `timezone_offset` actually shifted that date label.
- Removes the option to set a `timezone_offset` for the following endpoints:
  * `GET chains/:chainId/safes/:safeAddress/multisig-transactions`
  * `GET chains/:chainId/safes/:safeAddress/module-transactions`
  * `GET chains/:chainId/safes/:safeAddress/incoming-transfers`
  * `GET chains/:chainId/safes/:safeAddress/transactions/queued`
  * `POST chains/:chainId/transactions/:safeAddress/propose`
- Removes respective tests.
