Updating the way that Response return works

No longer checking for Response<type> in the `@Returns()` annotation.  Instead
added another `@ResponseType()` annotation if `@Returns("Response")` exists.
This is because in php 7, we will be deprecating the `@Returns()` annotation in
favor of return type hints.  Because php 7 doesn't have generics, we can't use
the same syntax.
