perf+test: work in progress
- move readonly statics in U8Interning to a separate inner class to avoid polluting codegen in ctor(string) and .ToString and allow NativeAOT to completely trim away interning logic. The result of this is the feature is intentionally unconditionally disabled for now on AOT targets.
- Implement test coverage for U8String.Indexing, minor improvements to tests
- Correct nullabiliy for U8String.CreateInterned(string)
