IGVF-1263 Add link to report view for file-set tables (#374)

* Add new component to link to another page from within a `DataAreaTitle`. Update `DataAreaTitle` to allow this. Update `FileTable` to use this new mechanism, and add this mechanism to multiplexed-sample tables.
* Update `FileSetTable` to take properties allowing a link to a report for files in the table. Update the file-set tables for auxiliary sets and multiplexed samples to use the new properties to `FileSetTable`.
* Add the report link to InVitroSystem, PrimaryCell, TechnicalSample, Tissue, and WholeOrganism page file-set tables.
* Fix Jest tests.
* Update npm packages. Remove Cypress Typescript build error.
* Fix header of the “Sequencing Results” table to use the new table header mechanism.
* Remove the `schema_version` entry from the edit.cy.js Cypress test because the User schema version has changed to "3" now, and entering "2" now causes an error that fails this test.
