Make TestRequestStateRetry less flaky

TestRequestStateRetry was failing because GetClosedHostPort would return
a host:port that could cause connections to timeout instead of just
refusing the connection immediately.

Add a testutil to return a listener that immediately closes connections
which will cause the init handshake to fail and the connection be
retried.
