Move AMDPARsing into an XML preprocessor

Also adds related tests. The idea here is to enforce a two-phase process:
Step 1: preprocess all AMDPARs which don't already have an EREGS_INSTRUCTIONS
tag
Step 2: when needed, we can convert that information into an appropriate model
