feat(versions): Add .meta endpoints, streamline release process (#251)

Endpoints:

  - Located under /api/v1/.meta
  - Requires authenticated users for version, superusers for runtimes and debug.
  - `version` returns the hubuum version number (text/plain)
  - `runtimes` returns versions of some core components (json)
  - `debug` returns versions of all modules and the settings used (minus the SECRET_KEY)

Releases:

  - Adds a prepare_release-script that ensures the Changelog has a version entry and that inline version numbers are ok.
  - Adds a GitHub action that publishes tags to pypi.


Changes:

  - This current patch forces version tags to be on the form `vX.Y.Z` (with the `v` being required).
