Explicitly throw an error to explicitly fail a test

This is worlds better than the arbitrary failure assertion that was
lacking any semantics about what it was trying to accomplish. In
contrast, explicitly throwing an error accomplishes the same behavior
(i.e. explicitly failing the test) while allowing for much better
messaging.
