Refactor newly added repository download tests

Add documentation stubs for module
`pulp_smash.tests.rpm.api_v2.test_download`. In addition, refactor the
module, with at least the following changes:

* Fix the broken link to the Pulp documentation in the module-wide
  docstring.
* Expand the docstring of `SyncDownloadTestCase.setUpClass`, and make it
  briefly explain all actions executed.
* Create a private `_is_root` function. (It may be advisable to move
  this function to `pulp_smash.utils`, as there are several other
  locations in Pulp Smash where an identical operation is performed.)
* Change a class-wide variable to a locally scoped variable.
* Generally fiddle with code with the intents of making code more
  compact, reducing the number of variables, etc.
* Rename constant `RPM_PATH` to `RPM_ABS_PATH`, to differentiate this
  constant from the other `*_PATH` constants identifying URL paths.

Test results do not change as a result of this commit. Test results
produced with the following command:

    python -m unittest2 pulp_smash.tests.rpm.api_v2.test_download
