Count leaked goroutines even if test has failed

Refactor goroutines.VerifyNoLeaks to separate identification of leaks
from failing the test. That change allows testutils.TestServer to look
for leaked goroutines and increment the number of known leaks even if
the current test run has failed. This fixes our short-circuiting logic.
