The first step towards a more complete and generic way of handling the needs of users of CGen.
Adding a new interface addCgenUserOptions whereby users of cgen can provide information about what they need during code generation.
Right now the only thing there is a string containing #include statements.
external_pattern_match_call/external_pattern_match_assignment should be moved into this new type CgenUserOptions as well.
Also, compilation options should be codified in this new type as well.

The ultimate goes is to get rid of "isDistributed()" in the cgen code.
