Integrated flow static analysis tool (#50)

* set up compiler and added lib to gitignore

* ran flow

* added flow scripts in install/package.json

* fixed most linter errors, ignored ones I could not fix

* changes on lib files do not show in lint test, so adding them and will ignore after

* gitignore lib files

* lint errors after fixing them, so trying to ignore

* cached the lib files to ignore

* created yaml file for flow to use in github

* specified ubuntu-latest

* flow test failed on Run Flow, so trying npx flow instead
