make a venv for poetry to find and use (vs. the one it creates)

I think, not 100% sure, what's going on is:
because the package name (tomtoolkit -- see pyproject.toml) differs
from the repo name (tom_base), the venv that poetry creates for itself
(if it isn't in one already), wasn't being found by the subsequent
workflow:  pypa/gh-action-pypi-publish@v1.8.5
