Fixed docs for zhmc_lpar module with state=loaded/active and code cleanup

Details:

* In the ensure_lpar_loaded/active/inactive() helper functions, cleaned up
  the code by no longer checking for the empty bad statuses, and by
  specifying the status values directly as literals, removing the
  previously defined constants.

* Fixed and clarified the descriptions of the zhmc_lpar input parameters
  for state=active/loaded.
