Add CI for Windows using Appveyor

Notes:

 - Uses a patched HereRocks (0.6.2-2-g3552b04 + "Initial Windows Port",
   Lekensteyn/hererocks@7af7d9c) for Windows support. This only works
   with MSVC for the moment, but that is sufficient.
 - Uses libgcrypt from Wireshark because this library was intended to be
   used in a Wireshark Lua dissector. Source
