IGVF-1187 Add report view button for files within a file-set (#334)

* Update npm packages.
* Update FileSet tables and SequencingFileSet tables to have links to the report view of those files.
* Rebuild package-lock.json after rebase to dev.
* Update PredictionSet to display file table with report path.
* Allow the sequence file table to link back though any property, not just file_set. Add this for configuration file seqspec files.
* Update ModelSet table.
* Correct comments.
* Rebuild package-lock.json after rebase with dev.
