Remove all OrderedDict() and !!omap references, v0.57.0.dev19

Starting in Python 3.7, all dicts are ordered, so we don't need the OrderedDict() at all.

Also given that, and moving to the pure YAML spec, we do not need the !!omap directives in any config files. (Removing these will be part of the move to config version 6.)
