feat(config): add promtail configuration file

Added a new configuration file for promtail in the `docker/promtail` directory. The configuration file (`config.yaml`) includes the following changes:

- Added server configuration with `http_listen_port` set to `9080` and `grpc_listen_port` set to `0`.
- Added a client configuration with a single URL pointing to `http://loki:3100/loki/api/v1/push`.
- Added a scrape configuration with a job name `flog_scrape` and Docker service discovery configuration with `host` set to `unix:///var/run/docker.sock` and `refresh_interval` set to [missing value].

This commit adds the necessary configuration file for promtail to function correctly.
