* Update PDF download URL to include timezone

Enhanced the accuracy of time display in PDF downloads by appending the user's timezone information to the URL. This change caters to users in varying timezones and seasons. Also, introduced new function 'get_timezone_from_user' for efficient timezone extraction. Updated development-dependent versions recorded in CHANGELOG.rst.
