ebd/ebuild.lib: use __environ_save_to_file to dump initial env

Fixes permissions issues that occur when an ebuild fails and then the
same ebuild is built while its tempdir still exists.

Using __environ_save_to_file forces portage user/group access to the
file so permission issues shouldn't occur on reruns with old tempdirs.
