Better errors in download.download

* Separate handling based on --all flag (search_repos always returns
  tables and find_suitable_rock now always returns url string)
* Rename "err" variables with different meanings
* Show error as returned from find_suitable_rock on error, e.g.
  "Error: Could not find a result named unknown_rock:
  No results matching query were found."
  "Error: Could not find a result named utf8:
  Rock utf8 5.3-1 was found but it is provided by VM or
  'rocks_provided' in the config file."
* Show "Could not find any results" when there are no results
  on `luarocks download --all`.
