Update Ruby, Rake, and RSpec versions

* Specify default rbenv Ruby version 2.3.0
* Have Travis CI test versions 2.1 and 2.3. Alter Rubinius and JRuby
  version specifications to use defaults. Do not test 1.9.2.
  Essentially, test representative patchlevels of each minor version or
  implementation.
* Limit Rake to the 10.x range.
* Upgrade RSpec to 3.3.x. This adds `rspec-its', a gem that extracts the
  `its' expression that used to be part of the RSpec core.

Also have Travis CI do a Docker container build, a new option that is
faster than the old VM builds.
