Checkstyle: Add more checks and revise some of the parameters
- This is an initial draft for a Checkstyle configuration I want to use in all projects: some fine-tuning will still be necessary to not only suit ConfigMe. This commit does not fix any of the new issues (which are esp. Javadoc and magic numbers)
