chore: upgrade dependencies sep 2023 (#99)

* chore: cargo upgrade

- updated sqlx to 0.7.1
  - removed offline feature as it's now included always
  - uses tokio directly because actix is now fully compatible with tokio runtime
  - uses .sqlx directory for the offline query data
- updated opentelemetry to v0.20.0
- updated google sheets 4
  - required updates to Row type from Vec<Vec<String>> to Vec<Vec<serde_json::Value>>
    to make conversion easier, I used .into() or .into_iter().map(Into::into).collect()
    which might not be the most idiomatic way

* chore: fix some cargo clippy pedantic lint rules

* fix: added the sqlx query offline data

* chore: fix the sqlx cache

* chore: fix cargo clippy
