Add marco-polo, log level info and staging.rb

The marco-polo gem makes it clear which environment you're in so that
when you run `rails c` in stage/production you'll know clearly. The log
level of info is to help prevent too much from being logged in Splunk
and adding staging.rb makes the staging config match production.
