style: add `from __future__ import annotations` (#2576)

Add `from __future__ import annotations` to files with type hints. Using
this simplifies type hints as they no longer require quoting.

This is in preparation for enabling Ruff rule UP037 (quoted-annotation,
Remove quotes from type annotation)
