Calculate addon panel height on button click

- Move height calculation based on available experiments to on-demand
  when the toolbar button is clicked

- Safely default to a count of zero experiments if we haven't loaded the
  list yet.

- Some `package.json` tweaks:
    - `npm run once` launches Firefox Beta in a new profile, using `jpm run`
    - `npm run package` generates an unsigned .xpi
    - `npm start` runs `jpm watchpost`
    - `npm run watch` runs `jpm watchpost`
