Fix build

Would have been great/better with a clean history but there
was too much fiddling and I'm too impatient right now to clean
it up fully

* macos always goes to latest, so pull in latest versions and fix
* reductions and memory consumption changes to account for new
  versions, actually some of these are pretty nice
* Windows adjustments are due to new image/chocolatey version
* upgrade ubuntu cos there are no more old runners
* drop OTP 19 because it's not supported on the new ubuntu/from
  erlef checkout
* retries added cos well it was failing
* updated deps to cope with new versions
* interestingly, OTP 26/elixir 1.15 doesn't seem to work with text
  in iex before booting up fully so we're now waiting for that
  to happen whcih seems nicer overall, anyhow
