Pin Solr version at 8.11.1 for CI

**ISSUE**
The container used to run Solr in CI let's the version float and it
has recently updated to Solr 9 which is not compatible with Laevigata.

**RESOLUTION**
Pin the Solr version to the same version running in production.

Also updates the patch version of Java
