Feature: code style rules partial enforce (#592)

Use standard:
 * PyCQA isort
 * PSF black
 * validate code using ruff
   (cover more, than flake8 with plugins)
Validate metadata before package build.
In case of metadata issues, package upload will be prevented by PyPI
