Reroute stories API calls to new endpoints (#2622)

* Create `getStoriesGroupId` helper

To be used to retrieve the current group (tenant) ID from the store.

* Update routes to point to new endpoints

* Export `courseIdWithoutPrefix` from RequestsSaga

Needed for the initial connection to the stories backend.

* Pass current coursee when fetching stories user

* Fix getter not being called

* Include stories' user's name in state

* Add state logic for permissions

* Update API caller return type
* Create new actions, reducers, and related types to handle role changes
* Update StoriesSaga behavior to dispatch appropriate actions

* Add TODO for potential refactor
