Tag priorities (#432)

* Updated tags to perfer primary nations over civil war nations. Also prefer existing hoi tag instead of Znn (if available)

* Cleaned up country mapper into a separate class with strategies and stuff. Should look a bit nicer now.

* changed strategies to lambdas

* Implement items from review (#435)

* added importer test for civil war
