`@OCTORELAY` command support (#44)

* adds `@OCTORELAY r#` command support for use in OctoDash to trigger state change

* Reducing changes caused by spaces and newlines

* Reducing changes caused by renaming variables.

* Ref: arranging the order of class methods (reducing diff).

* Fixing test_print_started__exception, property required in Mock probably due to using merge.

* Fixing test_exposed_hooks(): new entry added.

* Fixing test_get_api_commands(): missing params added.

* One more diff reduction: spaces and naming.

* Ref: update_relay without get_status param.

* Remove excessive files.

* Fix getting relay settings for getStatus command.

* Ref: constructing model and turn_off_timers as dictionaries.

* Add assertion for settings.get in test_on_api_command.

* Revert: need a more loose type comparison since boolean is not guaranteed

* Testing exception handling within update_relay() method.

* Testing the new method.
