Edit RPM repository sync scheduling tests

Edit the newly added module
`pulp_smash.tests.rpm.api_v2.test_schedule_sync`:

* Make all code compatible with Python 2 and 3. Formerly, the code was
  only compatible with Python 2.
* Conditionally skip an assertion in
  `CreateFailureTestCase.test_status_code`. One of the assertions fails
  against Pulp 2.7 due to Pulp issue 1745. [1]
* Conditionally skip `ScheduledSyncTestCase.test_total_run_count` due to
  https://pulp.plan.io/issues/1748.
* More heavily isolate various assertions, so that a single assertion
  failure does not affect other assertions.
* Pull some common code out into a mixin, `CreateRepoMixin`. Pull some
  common data out into private constants.
* Add method `ReadUpdateDeleteTestCase.test_delete`.
* As usual, reformat code and fiddle with docstrings.
