CI: set Go to latest in release

Previous commits are failing because of a bogus result in Go 1.19.10/1.20.5,
fixed in 1.19.11/1.20.6, falsely complaining that it needs to modify go.sum.

Since 1.20.6/1.19.11 have been out for a week now but GitHub still used the
previous releases, let's add `check-latest: true` so as to force the matter.
