Add simplifications to explicit control evaluator (#1436)

* Provide interface to get stack contents instead of mapping stack

* Remove top level push undefined instruction

* Prevent unnecessary environment instruction by BlockStatements when it will have no effect

* Fast forward ExpressionStatements and Program nodes with one statement

* Fix inconsistent steps issue

* Further removed redundant environment instructions (for nullary functions and for function bodies with no declarations)

* Make interpreter smarter - only add return undefined to function body when needed
